POPVOX, Inc. Welcomes Anne Meeker Back to Build AI-Enabled Civic Technology for State and Local Government
The POPVOX, Inc. (popvox.com) team is thrilled to announce that Anne Meeker is returning to the company to help build out its AI-enabled civic technology platform and tools, with a focus on state and local governments.
Anne originally joined POPVOX, Inc. in 2020; then in 2021 helped to start the nonprofit POPVOX Foundation from the ground up. At the Foundation, she served in a variety of roles including Managing Director and created the Casework Navigator program, which has become an essential resource for congressional offices. Her 2022 testimony before the House Select Committee on the Modernization of Congress inspired recommendations that led to the CaseCompass project — an effort to aggregate and organize the House’s incoming casework. She continues to advise Congress on casework and constituent engagement best practices and incorporating technology into casework workflows.

Anne brings a rare combination of skills to this work: deep experience as a congressional casework director, a passion for helping lawmakers serve their constituents more effectively, and an understanding of how casework data can be a powerful source of information for improving policy. At POPVOX, Inc., she will channel that expertise into building tools that help state and local governments better serve the people they represent.

Based in Cleveland, Ohio, Anne looks forward to visiting state capitols across the country and lifting up modernization examples in cities from coast to coast — and everywhere in between.
Anne previously served as a Fellow with Ohio State University’s Institute for Democratic Engagement and Accountability. She holds a bachelor’s degree in Anthropology from the University of Oxford (St. Hugh’s College) and an MSc in History from the London School of Economics.
